Orange and White Plastic Pipes

I am still hoping that we can get some help confirming the purpose of the orange and white plastic pipes that make many of our roadways unsightly. Do we still need these things in the ground. Who approved the placement of these pipes? I have been do many towns where these pipes are not present. Getting rid of these plastic pipes would help beautify our city even more. Help.

@edcummings2909: @funacct: I haven't noticed them either. The area is already quite congested without roadway eye sores! They don't sound too appealing to me.

Post pics! I don't notice them, but maybe if I saw an example, it would pop out more...my eyes tend to be focused on the roads, with all the crazy drivers. ; )

Definitely need some pics so we can understand the concerns. I am thinking it may be specific to the area the OP is in.
