No one seems to think he is a danger to society and also a flight risk.

Actually I am not sure why he left Canada to go to Italy. Canada does not extradicte if he is facing the death penalty anyway. At least theoretically not after the Charles Ng case.
 
Charles Ng is a convicted serial killer. Before his capture he made it to Canada which at first refused to extradicte him because of the death penalty. But eventually was extradicted back to the US and sentenced to death in CA.
 
IIUC the US called Canada's bluff and told Canada to keep him and they quickly realized that was unwise.
